Random spawn does not work after turning on the server, only after executing the command / mm reload the mobs are starting to appear.

    Code:
    TestSpawn:
      Mobname: testmob
      Worlds: world
      Chance: 1
      Priority: 1
      SpawnMethod: ADD
      Conditions:
      - inregion testregion
      - mobsinchunk < 2

    MM 4.1
    Spigot 1.10
